TOM PHILLIPS transferred to Kansas State University from his home town institution, Fort Scott Community College, to complete undergraduate work in geography. He then attended graduate school, earning a Master of Regional and Community Planning. As a student in the MRCP program, Tom was extremely active in the Student Planning Association, serving as President during his last year. He is remembered by the RCP faculty as an excellent student and for his leadership and service in many activities. Upon graduation, Tom was employed first as Associate Planner and eventually as Director of Planning and Development for Lenexa, Kansas. In that capacity, he managed a 17-member department, with an annual budget of more than $900,000, charged with responsibilities in planning, land use administration, code enforcement and building inspection. He and his family recently relocated to Manhattan where he has been teaching, on a part-time basis, courses pertaining to housing and related issues for the College of Human Ecology and the Department of Regional and Community Planning. Tom is also involved in research and consulting, providing professional services to the Cherokee County Board of Commissioners and the Cherokee County Potentially Responsible Party Group in the identification, development and adoption of appropriate controls for use within that Kansas county's Superfund Site. |
